adding new user for ftp-server

Installed ftp-pureftpd on my system. Then:
groupadd _pure-ftpd
Simple enough. But then the README-file says:
useradd -g _pure-ftpd -d /var/empty -s /etc _pure-ftpd
I understand -g _pure-ftpd but I don't understand the rest. Could someone explain this to me in plain English?

What I want is to set a new user with a new password.
