Adding a user

I am very new to Linux. How do you add a new user with the exact same rights as another? ie: same groups, permissions, etc. I did useradd -m -g desired group username, and added a password, but the system isn't letting me onto the fileserver. I see my new user when I list users. Also, do I have to have a password or can it be blank?

Yes, Windows to Samba server. I can view with other users just fine, just not my new one I created. DO I still need to set permissions, even though I set to the same group?
