i am sorry 4 being so noisy i ve little questions is their in linux programs like nokia logo manager ....
I ve also an infra red cable <USB> i want 2 use it in linux how ...

Check freshmeat.net, but probably not. I doubt the protocol Nokia use to program those things is documented anywhere.

If you have a program in Windows that can do this, it might be worth trying Wine, however, if it makes direct hardware accesses it might not work (worth a try though).

Infra red cables can be used with an appropriate remote control to work things like XMMS, google for "lirc"
