A Simple Distro

Are you legally allowed to just change the logo & name of a distro, say debian or Xubuntu, to make a new distro? And then evenutally add more packages or remove certain componets etc....?

Yes you can they are released under GPL. Hence Centos for instance rebuilding the RHEL distro.

There are already a stream of distro's that remake slax with different packages and rebrand it. Largely a waste of time in my opinion as it doesn't bring new ideas to linux.

Pretty much. They had to remove anything that was particular to Red Hat - logos, names and any programs that weren't GPL'd and then released it as CentOS (originally Whitebox).
