A few amateur questions
 
Alright basically I'm a complete newbie to Linux, I have no idea what I'm doing and got stuck with an assignment for class and I've read through several websites but now I'm confused. If you could help me figure out what's right or how to go about it I'd be grateful.

How would I go about creating an account that will generate a home directory using CLI?

Setting a password in CLI?

Changing a password in CLI?

Changing the Administrator's pass in CLI?

Then the same thing using a GUI. I use Fedora Core 4 if that matters at all. Also links to sites that explain this so I could bookmark them would be helpful.

Also, upgrade your distro. Fedora Core 4 is extremely old. The latest release is Fedora 9.
