403 Forbidden

I've seen several post on this but none of the solutions seemed to work

The odd thing is that the site was working until we change several user passwords.

I have looked through the httpd.conf file and didn't see anything out of order although I don't completely understand it all. I tried a few changes, restarted the server, and then changed them back when they didn't work.

Any help would be appreciated.
