'Hibernate, Sleep, Restart, Shutdown' panel disappeared.

When I click on the red 'Quit' button in the right lower corner of the screen, it used to go to a grey screen with a panel in the centre with four buttons; Hibernate, Sleep, Restart, Shutdown. Now I get the grey screen but the panel with the four options does not appear and I have to push the on/off button to shut down the computer. Anybody know what happened and how to restore the panel with the four options?

I don't use fedora, but under Ubuntu+Gnome I right-click on the panel at the top or bottom of the screen and select "Add to Panel". Then I just scroll down to "Shut Down..." and choose "Add"

EDIT: Sorry, I was obviously unclear. I mean the taskbar-type thing - the bit which has the fedora logo and says "Applications" "Places and "System" in this screenshot
