Wireless strength...
My wireless icon shows 87 - 90% signal strength, but pages are LONG to load, and they load with incomplete page layout format, and sometimes pages 'time out'.
Even ping response is long, and intermittent:
I dis-abled wireless security for testing purposes.
Logging onto neighbor's wireless across the street is problem free.
I tried an old router, same problems (this one is new).
Help???

Do you and your neighbor have the same provider?
I would try a traceroute from each of the two connections, save the results to files, and compare them. That might provide a starting point to diagnosing where the bottleneck is.

Not sure there, FB - I need to ask...
All I know there is that they use a Linksys, and both routers that I have are NOT Linksys.
???

I would suggest that your next stage of troubleshooting would be to see if the problem is the same when using a wired connection to your router.
If the problem persists then it's with your router/ISP rather than with your wireless.

Hardwire connection is working fine 10/10. I didn't mention before; Windows is doing the same thing - every WLAN machine.
But now...
With my OLD modem (my ISP's early model) + OLD router(aftermarket - 2 separate units), the problem is solved.
I moved the router's 3" antennae merely from about 40' from horizontal to 90' vertical. 2 L/tops, and my iPhone connected IMMEDIATELY at boot-up (iPhone on the WLAN WAS doing marginally ok before).
I fail to see how such a small angle shift can make such a difference...
-------------
But the OTHER router - my ISP's new combo unit, has NO antennae. It wasn't located near ANYthing that could cause radio interference. And with THAT one, there WAS relatively good connectivity on a L/top 4 ft. away. But in the next room, same problem - high signal indication, with poor data display.
Solved, sort of, for now here......................
ed.:
If you like motorsports there 10/10, you might like this photo-doc'ed restoration / diagnostics thread of ZR-1 Top End (warning - it's 51 pages - tons of photos too) And a SPOILER here on Y/T...

Antenna signals can be sensitive things. The optimal signal was likely directly perpendicular to the antenna. By moving the antenna, you moved the signal.
When my family first got a television, we were too far (about 40 miles in a straight line) from the nearest stations to use the old "rabbit ears" set-top antennae that you've probable seen on reruns of "I Love Lucy," so we had a roof-mounted antenna. To optimize the reception, there was a little motor on the antenna shaft and a set-top box to adjust it. Depending on which station we were watching, we would have to rotate the antenna to get an optimal signal.
I still have to move the antenna on my portable radio depending on which station I'm trying to listen to.
