Winbond ISDN and RedHat 9

I am a Linux newbie eager to lern more about it but I have major problem with installing my ISDN TA.
I have Well Communication 128PCI Winbond based ISDN TA. Red Hat 9 recognized it correctly but when I try to activate network device from KISDNdock gives error:

isdn0: Resource temporarily unavailable

Here are my logs. It seems as if everything is ok. I must be missing something.
