will lowering the MTU of a router's WAN interface below 1500 cause problems?

What sorts of problems could happen if I set a router's interface to, say 1400?

You should have it below 1500 in many cases. The best would be to find the largest size packet that can be sent without being split. You'd have to know more about the way your isp connects.

I used to use a ping to report if it gets broken but many how-to's online for that.

About the worst that can happen is transmission gets slowed a bit. Unless you have super high up speeds you won't even see that going up.
