No... I thought it was clear that I was trying to set up an access point for my phone. I didn't realize people would assume I'm on a laptop (I'm not) trying to connect to an external Wifi. That's not at all what I'm doing.

I guess I didn't make things clear enough. I'm on a desktop machine trying to setup an access point with a USB adapter, so I can use the
Wifi for a data connection on my cellphone.

I'm sorry about all the confusion here, it wasn't intentional.

I can't actually use those directions on that webpage you linked. They're for Ubuntu, and I'm on Kubuntu, and the NetworkManager doesn't even have those options the page is talking about.

Also it seems there's a bug in *buntu 17.04 regarding DNS -- https://askubuntu.com/questions/9052...h-ubuntu-17-04

No, it wasn't clear, and this is the first you've mentioned your hardware, past the adapter you're using, even though we had mentioned disabling your internal

Was the closest I could find about AP setup in Ubuntu...but since you're using Kubuntu, you won't see the Gnome network manager; sorry.

Right...covered in other things about Kubuntu 17.04:

It mentions DNS, and enabling dnsmasq is the simplest way to go, and that ties in nicely with your other post about not being able to enable DHCP.

Ok. I solved it.

In order for my wifi hotspot to work (for the configuration process to go through), both IPv4 and IPv6 must be set link-local.

Once I did that, it worked just fine, although I did follow the instructions on those other pages.

Yeah, I'm sorry about the trouble. Anyway, it's working fine now, and my phone is browsing via the access point. I appreciate your help, despite all the confusion.
