Why is internet so much slower in Linux than windows?

Well after about a month of screwing around i finally got my adsl to work. But all is not well: i ran a speedtest from my favorite site and i'm getting 1220 kb/s wheres in windows i was getting about 1450 kb/s, on a 1500 kb/s profile. Why the hell is this so much slower? Are there any apps that optimize all the internet settings based on templates like cablenut for windows?

I'm thinking it might be because im using a usb modem, and linux usb ppoe bridging is not as advanced as in windows. I hope this isn't true, someone prove me wrong. If it matters im on 2.6.3, my modem is the infamous alcatel usb green frog, and im on sympatico HSE.
