Why does one need GRE for BGP over IPSec?


It seems to be necessary to have a GRE-layer if one wants to connect hosts over IPSec and BGP.
Why?
Couldn't one use IPSec between the hosts and connect the ASs using the internal IPSec addresses?

I may not be fully understanding the question but here is my guess.

GRE isn't as restrictive on ports and protocols and has some usefulness for older methods. IPsec can actually be made and in for some things too restrictive and won't transmit the proper data.
