These seem to be two questions, one of them somehow ambiguous. What kind of server? what do you want to route?

The other system's OS may not be relevant if you want to set up a service provided under a standard protocol.

However, it all depends on what do you want to accomplish.

Any distro should be fine for you if you just want a file server to store the files. But this information is still not complete. Some more information should be good.
What do you mean by route though? What do you want to route? Internet traffic?

i want to route internet traffic and a lan

If you want to route internet traffic I assume you want to share the internet connection. Squid should be a very good option for internet sharing with iptables.
You can use any distribution you wish.
You should not install GUI on server for security purposes as well as resource hogging thing.
If you want graphical interface you should look for webmin.
And if you still insist on having a GUI, s stable CentOS or Fedora is a nice option.
