where is cbq gui? (or perhaps alternative)


Okay, I've been playing zsnes net play, but I'm having latency troubles, especially at peak time.
I read an article which said that to help with this I should try limiting the upload bandwidth to 50% and download bandwidth to about 80%.

I'm on a 256k down and 128k up connection.
I read on the forums people recommending cbq for this task. I wanted a gui and found one, but the website for it has disappeared. http://users.skynet.be/cbqinit.
I also don't see any files to download at freshmeat. http://freshmeat.net/projects/cbqini...ease_id=137116

So, does anyone know anywhere I can find this?
Also, is this the right way of doing what I want to do?

AH, That's a different GUI. I guess I'll try that one out instead...
