when using dig command, dns server shows connection timed out

WHAT AM I DOING WRONG?
dig says nothing responds, So what have you queried?

According to resolv.conf you have hit 192.168.15.9 as you have not told dig to ask anything else.

192.168.15.9 either does not have bind running, has a firewall rule to drop traffic or is offline/not connected etc.
