what has tcc (tcng) has become?

I was reading the Traffic Control HOWTO (V1.0.1) and it used one tool called tcc that apperas to be part of tcng. I tried to find it for mandrake 10, but wasn't able to.

Has it been transformed or merged nto something else?

Where is tcng in Mandriva

Anyone know what package the traffic control tool tcng is in on Mandriva?
