Red face what does "failed to install socket filter protocol not available " mean???

i have a piece of enp2611 board installed on the 64-bit pci slot of a redhat 7.3 host . To enable the communication between the board and the host through pci , i insert relative drivers on both sides, then configure network for them ,such as:

ifconfig pci0 192.168.111.1 (for the host)
ifconfig pci0 192.168.111.2 (for the board)

But both cannot ping successfully to each other, and some fault information in the board side appear:

PING 192.168.111.1 from 192.168.111.2:
WARNING: failed to install socket filter
rotocol not available
From 192.168.111.2 icmp_seq=1 Destination Host unreachable
...

Have any idea??? pls
