want to build a secondary server in the same domain

I want to build a secondary server in the same domain. We have a primary server which is directly connected to the internet and is providing internet facility to some of the computers. I want to build another server in the same domain and I want this server to give access of the internet to some of the computers. but this server will not be connected to the internet directly remind you. What this server will do, it will forward all the requests to ther primary server.
I've searched but didn't find anything fruitfull. Plz help

for local queries it's no problem as long as secondary dns has internet access
