vsftpd : cannot locate user

When I try to ftp to the server for my ISP I get:
vsftpd: cannot locate user specified in 'ftp_username':ftp

If I try sftp to this I get:

arcadia:~:$ sftp www.acampbell.ukfsn.org
Connecting to www.acampbell.ukfsn.org...
Read from socket failed: Connection reset by peer
Couldn't read packet: Connection reset by peer

A similar thing happened a couple of weeks ago but it went away by itself after a few hours. Am I right in thinking this is a problem at the ISP end?

Remote side problem: problematic passwd entry for anonymous user. Tell them to fix it.

If I try sftp to this
Local wetware glitch: SFTP != FTP.
