Vsftpd and PAM


hi all:

i am trying to control ftp users so that some specific users can enter my ftpserver at cetrain time only for ex: from 0700 to 1500, i think PAM will be good for this. if not plz suggest me.

what i did is:
(OS = Fedora core 1 with vsftpd and PAM)
added the lines in /etc/pam.d/vsftpd and /etc/security/time.conf

vsftpd:
at last line i added:
account required pam_time.so

time.conf:

vsftpd;*;tom;Al0700-1500

But it is not working. by adding the line "account required pam_time.so" no one can authnciated and enter ftp server.

so how do i acheive my goal.
