Question Virtual Interfaces on Linux

Hello,
Does Linux Support Virtual interfaces? Can we communicate with another device over a PCI bus using Socket interface? What do we need to achieve this?

We are planning to do something like this:

We have a PC (Pentium/Opteron based) tha have multiple (One or more) Radysis 2611 PCI card (It has an InteL IXP 2450 - Xscale processor with 3 GIGE interfaces). The Xscale runs Monta Vista Linux while the Pentium runs RedHat Linux. The problem is to make RedHat linux on Pentium see the three GIGEth interfaces on the PCI card as network interfaces (Just as it sees a regular NIC card). This enables any socket applications running on RedHat linux on Pentium to use these interfaces without any modification. Can we do this using Virtual interfaces? Or any other way of achieving this??

Thanks...
