Using targetcli to create an iscsi lun

I'm trying to create an iscsi target LUN on Linux Mint 18.3 using targetcli.

For some reason i'm having an issue with creating a "portal".

check you se linux and firewall status , if enabled it shows , try disable and recreate the portal

if still problem continues , you need to check any error messages for networking or check if your 18.3 have any issues with targetcli
