ubuntu wireless tools & wireless card ANSWER NEEDED

Hello guys,

I have a question that has been affecting current research at my school. I would like to know how exactly does ubuntu handle different txpower on cards which specs support this (e.g. cisco 350). Currently the software (iwconfig) tells me that the card succesfully changes txpower but when i measure voltage drop it seems to not do anything. my question is, is there something embedded in the wireless tools code/hardware that is preventing my card to actually change this?? hopefully someone can answer this for me. THANK YOU VERY MUCH in advance.
