Two Rate Three Color Marker support by Linux kernel

Hello,
Does anyone knows if rfc2698 (A Two Rate Three Color Marker) or rfc4115 (A Differentiated Service Two-Rate, Three-Color Marker with Efficient Handling of in-Profile Traffic) are supported or has any patch for adding support,
thanks,
Eitan.
