Turn off Internet connection without root password


I would like to be able to turn off (and on) Internet connection without having to type root password.

Let me explain. I have a network with some computer and one of them work as a proxy-cache (server). I would like put on the server Desktop a button to turn off (and on) Internet connection. But I don't want to say root password to anyone who use the server in order to do this.

Any idea?

A good idea should be to change the server IP but I can not execute

networking restart
without root password.

Any better idea?

use sudo? you'd have to enter user pw, but not root at least.

I've tried sudo with "networking restart" but it doesn't work because it need to access some files with root access.
