Traffic shaping on small ISP


I want to shape local traffic apart from Internet traffic in my network. I have wireless equip., that's why I want to be able to control(limit) local traffic in order to guarantee my users an Internet bandwidth .
I currently use htb.init on my Internet gateway, and trying to use the same for local routers.My problem is with RULE tag.
Can I specify in tc something like this " ... filter src xx.xx.xx.xxx/mask ..." so I can be able to filter based on network not on single IP ?
And, can anyone tell me how to use TIME tag in htb.init, for setting different leaf classes based on time of the day ?
