Traffic control: tunning and overview

1. It's 2007 and traffic controll is a well known topic all around
2. tc and tcng are in widespread use all over the internet
There are even some GUI and Web-based frontends that help visualize the actual troughput and ratio.

Now the question:
What tools are there that could be used to fine-tune tc or tcng?

a. The tools in questions should be actually frontends to either tc or tcng and should provide graphical representations of real-time traffic (ncurses, www, GTK, Qt eg. like iftop).

b. The tools should have as little dependencies as possible regarding distros 2006/2007.

c. Kernel patching is out of question :)

d. GPL-like or other Open source license is a must, Free software is preferred also.

So, honorable network admins, spew it out, please :D
