The rule: $IPTABLES -A INPUT -p tcp -s 192.168.1.1/255.255.255.0 -d 192.168.1.1 -j ACCEPT accepts all that comes from 192.168.1.1 and has destination 192.168.1.1, what effectively means that it allows local connections made of of interface lo. I don't think that's what you want.

Also, make sure you have permit-access and deny-access in /etc/privoxy/config (or any other location you keep it) exatly as you want them.
