Hi all,
I want to create ipsec tunnel without SA payload with strongswan tool.. please let me know if there is any possibility of this

IPSec introduces the concept of the Security Association (SA). An SA is a logical connection between two devices transferring data.
So if no SA, that means no IPSec tunnel.
