I hope the problem is with your firewall ( ipchain) configuration. You probable can do an 'namp' to the target from where you are trying. This will report all the ports that are visible from this machine.
Also on the target to which you want to telnet to, list all the ipchains rules and if required give access to the l,ocal machine to connect to the target. See the manual pages for 'ipchains' . The easiest method to test this is to reset all the rules , by issueing 'ipchains -F' ( flushes all the rules).
