What kind of suggestion do you need? If you have like a ICS setup, that sounds right that you could only telnet into the box while online cause without ICS, you really don't have like a real network connection between the two.

I am not sure I understand your setup.

You have Linux and Win98 boxes networked? Presumably each with its own NIC and connected via a hub or switch? Right?

You say you are sharing an internet connection? How? Through the Win98 box? Through the Linux box? Through some sort of network sharing appliance?

What is the IP address of your Linux network interface and what is the IP address of your Win98 network interface?

The only thing I can think of that you might be doing is receiving DHCP information for both boxes from your ISP. If that is the case, its like TrickyKid said, you will only be able to talk when online because if you aren't online then your network has no TCP/IP info to communicate with.

Edit the C:\Windows\hosts file add an entry like

192.168.1.52 mylinuxbox.fake.com

Then edit the /etc/hosts file and add an entry like

192.168.1.53 mywindowsbox.fake.com mywindowsbox

Stay off-line and try and ping the two boxes from one another by name. It that succeds then try telnet from the windows box.
