First, telnet is insecure and sends your login and data in plaintext, SSH (OpenSSH) is the preferred method for remote connections because it encrypts the login and data.

Are you sure what your trying to connect to has the telnet service running and is listening on port 23? A tool to check what services are listening for connections is NMAP, you may already have that installed on your system.
