that seems to be a problem with your xinetd so reinstall it or try to run telnet service directly from a script.

there is another option try to find the pid file of xinetd in /var directory doing
find /var -iname "*.pid"
remove the file with name xinetd.pid or something like this and restart the xinetd and then check your telnet service.

Hi I'm Sudhakar,
It must be a firewall problem. So check out the firewall in that server.
If you are using redhat then try redhat-config-securitylevel in command prompt. Then select No Firewall from drop down then try the Telnet. I hope this will work.
