tcpdump and iptables

Hi there,
I want to know, how tcpdump gets the packets through the packetfilters. Will tcpdump see all the packets arriving at the interface or will it see them after the PREROUTING chain of the nat-table. Same with the outgoing traffic.. How will tcpdump see the packets?
As it sees also non-ip traffic, will it get also broken ethernet frames?

Cheers
