tcp/ip programming client side

can tcp/ip programming be done on the client side that is connected to a server providing internet connection

Probably the answer to your question is yes, but I had trouble undrestanding it! I assume you want to open a TCP/IP connection to a server which is listening, and then send and receive bytes? This is quite simple to do in most languages. Is that what you want? Can you give a more specific example of what you are trying to do? What language do you wish to use?

the situation is like this...
I am working on a computer that has internet facility available. my computer is connected to a server that provides us internet connection.
now i want to write a program that runs on my computer and makes a list of what all sites i am accessing and a what time.
is this possible using tcp/ip programming??
if yes what all should i have to learn in order to do this??
which language should i use?? i prefer to use java if possible..
kindly guide me..
