Transmission Control Protocol.
That's common knowledge, so I guess you are quite new to networks and computers.
WIkipedia TCP
to avoid being lengthy: TCP is together with IP (Internet Protocol) a set of specifications used on any (or almost any) computer network, from your home-LAN to the internet.
What netstat tells you, in this case, is which TCP connections are alive, to which port and by which daemon/program and which PID.

To keep it short: The IP protocol contains info on where the package has to be sent and the TCP protocol has the info on what to do with it and what it contains. (Yeah, it's gross and inaccurate, I know).
