well i actually had this same problem.. I am new to linux, for i just installed red hat 7 on my computer about a month ago and have just been fiddling around on the system.. I knew about the talk command from working on Unix based systems previously a little so...
anyways..

the way u do it is... or at least the way i found out how to do it is....

in the folder /etc/xinetd.d there are some files and if u edit them...with pico or vi or whatever editor u use....u can see the file, of course there are ways to see files without editing abilities but for this purpose u want to be able to edit it and change some values...so be in root..
so there are some files and talk and ntalk are 2 of them...i'm not to sure about ntalk but i turned it on anyways..but open up talk and there are some lines that say
default: off .........change this to say default: on
if u want it on as default
as well as a line that says
disable = yes
and of course change that to say disable = no
this solved the problem for me i hope it does the same to u and if anyone has a better way or easier way to do this please post it because i would like to see...i went through many hours of searching through every directory and such on my box....oh well

After modifying the ntalk and talk files in the /etc/xinetd.d directory be sure to restart xinetd server:

/etc/rc.d/init.d/xinetd restart
