suse 9.3 ports going down


We have a server running suse 9.3, and every once in a while (every week or so) some of the ports go down (ssh and ftp are the ones i know of) and makes it impossible to connect. However a telnet on port 22 still works.

Does anybody know of a reason why this should happen?
