Strange VSFTP Login Behavior

I've been trying to figure this one out for the past couple of days. I have VSFTP set up on Gentoo. I have two users set up. One of the users has been set up for a long time and the other was just set up. Both users can ftp to my server using WS_FTP with no problems, but when the new user tries to ftp to my server using internet explore I get the following error message:

Windows cannot access this folder. Make sure you typed the file name correctly and that you have permission to access the fold.

Details:
The server name or address could not be resolved

I've also tried other ftp programs and they all work too.

The only reason I would like to get this to work is because I may be on a computer that only has internet explorer and no other ftp program.
