Stop connecting to random WLANs

When I don't have a wired connection and I'm not connected to a wireless network but I'm in range of an open wi-fi network my laptop seems to connect and I can't seem to make it not to. Problem is I don't want my system going around connecting to random wi-fi APs on me.

How can I tell it not to connect at the moment? I've tried sudo ifconfig eth1 down but even then somehow it keeps connecting.

Perhaps

iwconfig eth0 txpower off

This should turn off your wireless cards transmission power.
(note, this is an incredible hack, but it might work.)
