Static IP address - port opening question

I have a port I need to open on my static IP address (192.168.0.202). The port is open on my loopback address. What is the command to open up port 7753? Also, here is a kicker... I can not use the command iptables. Don't ask.

[root@localhost samba]# nmap -sT -p 7753-7755 192.168.0.202

Starting nmap 3.70 ( http://www.insecure.org/nmap/ ) at 2007-11-26 10:41 EST
Interesting ports on localhost (192.168.0.202):
PORT STATE SERVICE
7753/tcp closed unknown
7754/tcp open unknown
7755/tcp open unknown

Nmap run completed -- 1 IP address (1 host up) scanned in 0.110 seconds
[root@localhost samba]# nmap -sT -p 7753-7755 127.0.0.1

Starting nmap 3.70 ( http://www.insecure.org/nmap/ ) at 2007-11-26 10:42 EST
Interesting ports on Toledo (127.0.0.1):
PORT STATE SERVICE
7753/tcp open unknown
7754/tcp open unknown
7755/tcp open unknown

Nmap run completed -- 1 IP address (1 host up) scanned in 0.110 seconds
[root@localhost samba]#

It isn't very likely that iptables would block traffic originating on the machine it is running on to the same machine (although it is possible), so I don't think iptables is an issue at all. It sounds like the service you are running is only listening on localhost. Look at its configuration and see if there is something to start it on your 192 address.

That would depend on what service it is.
