Post starting talk deamon on redhat 9.0 gives a problem , entries were made in xinetd

i was trying to install talk on red hat 9.0 , installation was done properly and the file talk in xinetd.d showed the following entry
# default: off
# description: The talk server accepts talk requests for chatting with users \
# on other systems.
service talk
{
flags = IPv4
# disable = no #yes
protocol = udp
socket_type = dgram
wait = yes
user = root #nobody
group = root #tty
server = /usr/sbin/in.talkd
}
then enterd the following
/etc/init.d/>./xinetd.d restart which was then sucessful
but somhow talkd does not seem to start
gives
error reading from talk deamon : connection refused
