SSH tunneling in Fedora Core 2


I'm using fedora core 2 and having intense difficulty trying to tunnel with ssh. I intend to do this for CVS purposes and only root can tunnel in, all the other user names are denied permission after a successful login. What does one have to chmod to correct this?

further exposition: PAM session setup failed[6]: Permission denied
This is what my log file tells me about the incident when I am denied access.
