SSH HTTPS Access

SSH and HTTPS are running on my Red Hat 7.1 box. From the linux box, I can SSH and HTTPS my web page. From a Win 98 box on the same subnet, I cannot SSH or hit the HTTPS link. My HTTP link works.

netstat -l shows both services listening
SSH log show server listening on 0.0.0.0 port 22
hosts.allow and hosts.deny are empty
verified submask is the same on both machines
can ping Win 98 to linux
do not get a connection refused from the Win 98. connection just seems to timeout

Any ideas?
