ssh connection refused ubuntu10.04amd64 no-ip

hi guys... i'll try to explain my problem, if someone of the moderators would like to change the thread subject it would be wellcome.
i have two computers: a notebook and a desktop, both with ubuntu10.04amd running and with ssh working on them.

i would like to control my desktop pc by ssh notebook. because i have dynamic ip, i have noip2 installed on the desktop pc. i've changed the 22 port to another one, and open it in the router.

when i try to connect, i go throught a neighbor network with my notebook. in the notebook's terminal:
~ssh -X -p xxxx
them password and i get the connection, it looks great.
so i start runnin some program, let's say matlab and the program does it take a loooong time to run. the connection freeze, and the program does not work till a long time. so i kill the terminal (i have not prompt to use the command line).

so, i try to connect again to desktop pc. in the notebook terminal:
~ssh -X -p xxxx
~ssh: connect to host port xxxx: Connection refused
but it does not work. i keep trying for some hours with this command but does not work, i'm not able to connect to desktop pc.

so, because i can sit down in front of my desktop pc, i look around to get the ip, and back to the notebook try this:
~ssh -X -p xxxx ip_just_founded
and now i can connect with the desktop.

so, the questions are: 1) it is normal that the applications take so much time to work through ssh? (it happend the same if i want to open a .doc with wine)
2) why i'm not able to get back the connection with dominio_de_no-ip? i can fix the problem because i can to to my desktop and figure out which ip it have, but if i would be in another place, i will not have acces to the desktop pc. and this is the idea to have ssh working!

so, i will be so glad if someone can help me with this...
kings regards and thanks in advance

1) Use NoMachine to improve the speed
2) Use Hamachi and you'll always know the IP
