Squid proxy (3) - Bandwidth limit questions --please help me

I am using Squid proxy, how can limit download speed of user with 5kb/s. However i want nolimit traffic in my localnetwork and with special users. Moreover with special website, i also don't limit bandwith (full speed download).

localnetwork: 192.168.1.0/24
special user: 192.168.1.10 192.168.1.20
special site: www.linux.com www.redhat.com

Please give me some short configuration for this. Thank you very much.

You have a nice interface to limit bandwidth per NIC with squid there. I don't know the squid.conf setting offhand though. Cheap shot, but I know it works.
