Thanks a lot Guys!!! for reading this... But, this was an already reported bug. Found the solution at
http://www.squid-cache.org itself. Downloaded the latest Squid 2.4-STABLE1 and the problem is resolved.

I have installed Squid-cache on a different mount point on which linux is installed. Earlier mentioned permission problem is solved now.. Now on running it, I am getting
|Rebuilding storage in /backup/usr/local/squid/cache(DIRTY)
|Using least load store dir selection
|Set current directory to /backup/usr/local/squid/cache
Floating point exception
Help...
