I occasionally have a problem with my Wifi Locking in to a neighbouring signal. I use Ubuntu 16.04. Usually it can only be cured by rebooting. The Thompson Router supplied by my ISP locks to this signal in spite of it being marked as encrypted but of course does not allow web access.
Is there a way to "Blacklist" Unwanted internet connections?

Yes it does (WPA). I use the laptop at my, and my partner's house and have encountered the same problem in both locations with a different signal source. Her computer is on ethernet so is not affected.
I suspect Virtualbox as a culprit, as, on reflection the problem occurs after a kernel update which, annoyingly, always requires a re-install of Vbox. A couple of times i found a vbr0 added to the "edit connections" list and removing that solved it but this time no signs of vbr0!!
What's exact meaning, locking to this signal? Thompson Router provide WiFi AP functionality. The router is in passive mode and doesn't connect to any other AP except client request to connect to the AP.
The app goes to empty arc symbol (ie no signal) and when when I click on it there is no network list, only one wifi source (not always the same one) is listed (with the little padlock which shows it is secure. Disconnecting and reconnecting has no effect, and what ever I do I cannot get the App to display the list of possible connections which is normally considerable as I live on a park home site.
