ok so now i know i have to download that app, any idea how to transfer it from the windows to the linux pc?

I don't know about the GUI method from Ubuntu, but in the old days, if you owned the floppy device (check with ls -l /dev/fd0) and it is listed in /etc/fstab, you just grabbed a terminal window and mounted it: mount /dev/fd0. Then you just copy it normally. If you don't know the mount point, find out using mount w/o options.
Or ... If you have mtools (mcopy, mdir, etc) you can use those w/o mounting the floppy. They work similar to their MS counterparts. Check their man pages.
You could also have a hardware problem or a defective floppy.
